(1) The jurisdiction of the court shall be exercised by the three members collectively and the opinion of the majority shall be considered as the decision of the court.
(2) Notwithstanding anything written in sub-rule (1), the case can be processed and closed if the chairman and any member are present. In the presence of two members other than the chairman, other actions can be taken except to decide the case or give a final order.
(3) According to sub-rule (2) in the presence of two members, if there is no agreement between the two members, the opinion supported by the absent member will be considered as the opinion of the court.
(4) According to sub-rule (3), if the opinions of the three people are divided and a majority cannot be established when the opinion of the three people is presented to the previously absent member, the proceedings will be according to the opinion of the chairman and in relation to the settlement of the case, it will be according to the decision of the Supreme Court.
